1. Verify that the power steering pump reservoir is full. 2. Verify that the accessory drive belt is in good condition and that the pulleys are not bent or damaged. 3. Verify proper belt tension and operation of the belt tensioner. 4. Check for power steering hose ground out conditions. 5. Check for good engine idle and correct engine RPM. 6. Check to see that the rear transaxle mount does not have a plastic assembly aid installed which is used Subject: Steering Vibration/Shudder/Moan During Parking Maneuvers on Dry Pavement (Install Power Steering Pressure (Inlet) and/or Return (Outlet) Hose Assembly) Models: 1995-99 Buick Riviera 1997-2001 Buick Park Avenue, Ultra 2000-2001 Buick LeSabre 2000-2001 Pontiac Bonneville • 1995-98 Buick Riviera • 1997-98 Buick Park Avenue and Ultra • 1999 Buick Riviera • 1999-2001 Buick Park Avenue and Ultra • 2000-2001 Buick LeSabre • 2000-2001 Pontiac Bonneville • If fluid level is low, fill and check for leaks. • If power steering system has air in the system, perform the “Bleeding Air from Power Steering System” procedure as described in the Power Steering System sub-section of the Service Manual. Important: When performing the “Bleeding Air from Power Steering System” procedure, it is important that the front of the vehicle is supported by the lower control arms. If the vehicle is not supported by the lower control arms, the procedure may cause the strut bushing to dislocate and cause new concern. for assembly purposes. If the assembly aid is installed, remove the assembly aid and install the rear transaxle mount. 7. With the vehicle on dry pavement, maneuver the vehicle in parking positions. If the steering vibrates/shudders or moans in this test, replace the power steering pressure hose and/or the harmonic balancer. Important: A defective harmonic balancer on the 1995 Buick Riviera can influence steering vibrations after power steering hose installation. Important: When installing the pressure hose on the 1995 Buick Riviera, pull down on the pressure hose at the rear of the engine or bend the hose to allow clearance between the hose and the front of the dash. Power Steering Pressure (Inlet) Hose Replacement Procedure For 1995-1998 Vehicles: 1. Raise and suitably support the vehicle. Refer to Vehicle Lifting and Jacking in the General Information section of the Service Manual. 2. Drain the power steering fluid. Refer to Draining the Power Steering System in the Power Steering section of the Service Manual. 3. Remove the power steering gear assembly heat shield (1). 4. Disconnect the power steering pressure hose from the power steering pump assembly (4). 5. Remove the bolt/screws from the retaining clips (3). 6. Disconnect the power steering pressure hose from the power steering gear assembly (2). 7. Remove the power steering pressure hose assembly from the vehicle. 8. Install the power steering pressure hose assembly to the vehicle. 9. Connect the power steering pressure hose to the power steering pump assembly (4). 10. Connect the power steering pressure hose to the power steering gear assembly (2). Tighten Tighten the power steering pressure hose to the steering gear to 27 N·m (20 lb ft). 11. Install the bolt/screws to the retaining clips (3). Tighten Tighten the retaining clip bolt/screws to 6 N·m (53 lb in). 12. Install the power steering gear assembly heat shield (1). 13. Lower the vehicle. 14. Fill and bleed the power steering system using, J 43485. Refer to Corporate Bulletin Number 83-32-09, dated November, 1998. Power Steering Pressure (Inlet) and Return (Outlet) Hose Replacement Procedure For 1999-2001 Vehicles: 1. Raise and suitably support the vehicle. Refer to Vehicle Lifting and Jacking in the General Information section of the Service Manual. 2. Drain the power steering fluid. Refer to Draining the Power Steering System in the Power Steering section of the Service Manual. 3. Remove the LH front wheel/tire assembly. 4. Remove the LH lower splash shield. 5. Correction 1. Visually inspect the tires and the wheels. Inspect for evidence of the following conditions and correct as necessary: 2. Set the tire pressure to 30 psi (205 kPa) COLD. Subject: Shake/Vibration in Steering Wheel, Floor, Seat at Highway Speeds on Smooth Roads (Diagnose/Balance Tires/Wheels) Models: 1998-2005 Buick Park Avenue, Park Avenue Ultra 2000-2005 Buick LeSabre 1998-2004 Cadillac Seville (SLS, STS) 2000-2005 Cadillac DeVille (DTS only) 2001-2003 Oldsmobile Aurora 2000-2005 Pontiac Bonneville (17″ Tires only) • Missing balance weights • Bent rim flange • Irregular tire wear • Incomplete bead seating • Tire irregularities • Mud/ice build-up in wheel • Stones in the tire tread © 2009 General Motors Corporation. All rights reserved 3. Road test the vehicle with the Electronic Vibration Analyzer (EVA) essential tool for a sufficient distance on a known, smooth road surface to duplicate the condition. Record the Hertz (Hz) reading as displayed by the EVA onto the tire data worksheet found at the end of this bulletin. This should be done after a tire break-in period of at least 10 miles (16 km) at 45 mph (72 km/h) or greater, in order to eliminate any possible tire flat-spotting. 4. If the road test indicates a shake/vibration still exists, check the imbalance of each tire/wheel assembly on a known, calibrated, off-car dynamic balancer. If any assembly calls for more than ¼ ounce on either rim flange, remove all balance weights and rebalance to as close to zero as possible. Important: Some GM dealers may have a Hunter GSP9700 Road Force Balancer, or a Coats XR1850 Runout Balancer. Either will simplify Step 5 by not requiring dial indicators. If a Hunter GSP9700 machine is available, it may also be used to measure the radial force of the tire/wheel assembly. A guideline here is 18 lbs or less. 5. While on the balancer, measure wheel runout. If radial or lateral runout exceeds .020 in (0.50 mm) for aluminum wheels (.030 in (0.76 mm) for steel wheels), replace the wheel. 6. After confirming wheel balance and wheel runout, if any changes were made, road test the vehicle again. 7. If the smooth road shake/vibration still exists: Important: THE CONTROL ARMS SHOULD ONLY BE INSTALLED ON VEHICLES IF, AFTER THE TIRE AND WHEEL DIAGNOSIS AND REPAIRS HAVE BEEN PERFORMED, THE VIBRATION CONDITION STILL EXISTS. 8. Replace both lower control arms on vehicles built prior to the following VIN breakpoints. On Aurora, Bonneville, DeVille, Park Avenue, Park Avenue Ultra and Seville models, a newly developed hydro-bushing lower control arm with improved damping characteristics has been released. This control arm is not used on the LeSabre. The new lower control arms may provide an incremental improvement to the vehicle ride. Customers who have become “tuned in” to the shake condition may still feel some shake in the vehicle after the new lower control arms are installed. Refer to Lower Control Arm Replacement in SI (refer to the Parts Information table below for SI document ID numbers) . Important: The completed worksheet must be attached to the hard copy of the repair order. • If a Hunter GSP9700 Road Force/Balancing machine is used, record radial force variation (RFV) on the worksheet at the end of this bulletin. If one or more of the tire/wheel assemblies read more than 18 lbs, match mount the tire to the wheel to get below 18 lbs. Readings of 12 lbs or less are preferable for sensitive customers. • If a Coats XR1850 Runout/Balancing Machine is used, record radial runout of the tire/wheel assemblies on the worksheet at the end of this bulletin. If one or more of the tire/wheel assemblies are more than .040, match mount the tire to the wheel to get below .040. Readings of .030 inch or less are preferable for sensitive customers. • If the RFV or runout cannot be reduced to an acceptable level, replace the affected tire(s) under the guidelines of the GM Tire Warranty. • The screened tire program is only available for the General branded tires used on the Buick LeSabre. Complete the tire request form at the end of this bulletin and fax to Continental/General. • Road test the vehicle to ensure the shake/vibration has been eliminated

REPAIR PROCEDURE 1. Drain and refill the rear differential with Dual Pump Fluid. 2. Check the tires for proper inflation (recommended cold inflation front and rear is 26 psi) and any variation in tire size or type. 3. Test-drive the vehicle in a parking lot. Make tight, low-speed turns. If the noise is eliminated, return the vehicle to the customer. If the noise is still present, go to step 4. 4. Remove the rear differential assembly (see page 15-16 of the 1997-01 CR-V Service Manual). 5. Remove the torque control differential case, then remove and discard the 30 mm shim and the clutch assembly (see steps 1 thru 10 on pages 15-20 thru 15-22 of the service manual). 6. Remove the thrust needle bearing, the oil pump driveshaft, and the oil pump body assembly (see steps 11 and 12 on page 15-22 of the service manual). 7. Install the new flow collar over the drive pinion shaft. Make sure the tabs of the flow collar align with the oil pump pin. 8. For 1997 models: Assemble the new oil pump (spring, O-rings, piston, and pump body assembly). 9. Align the rear oil pump grooves with the oil pump pin and the flow collar tabs, then install the oil pump body assembly on the differential carrier. 10. Tighten the oil pump body assembly bolts to 12 N·m (8.7 lb-ft). 11. Align the oil pump driveshaft tabs with the grooves of the front oil pump in the oil pump body assembly, then install the oil pump driveshaft. 12. Install the thrust needle bearing with the outer race facing up.

The installation of this accessory should follow approved guidelines to ensure a quality installation. These guidelines can be found in the “Accessory Installation Practices” document. This document covers such items as:- • Vehicle Protection (use of covers and blankets, cleaning chemicals, etc.). • Safety (eye protection, rechecking torque procedure, etc.). • Vehicle Disassembly/Reassembly (panel removal, part storage, etc.). • Electrical Component Disassembly/Reassembly (battery disconnection, connector removal, etc.). Please see your Toyota dealer for a copy of this document. 1. Prepare for Installation. (a) Verify kit contents (b) Wear Safety Glasses. (c) Raise Vehicle . (d) Caution Muffler might be hot 2. Remove Rear Bumper Fascia (a) Remove (2) Phillips head screws (A) from both sides of the rear fascia (Fig. 2-1). (b) Remove (7) push pins (A) on edges of fascia (Fig. 2-2) (c) Remove (2) Phillips head screws (B) from bottom of fascia (Fig. 2-2). (d) See Fig. 2-3 for removal of fastener (C). (Fig. 2-3) (f) With one person on each end, remove fascia from vehicle. Store in a safe place to avoid damage during installation. 3. Remove Vehicle Tie Down (a) Remove (2) M12 Bolts and vehicle tie down (A) from the left hand (Drivers Side) rear of vehicle (Fig. 3-1). (b) Dispose of bracket and (2) bolts. 4. Detach Muffler (a) Protect exhaust tip with a rag or protective tape during installation of hitch (Fig. 5). (b) Detach muffler from exhaust hangar (Fig. 5) 5. Install Bumper Brackets (a) Remove M8 bolts from the vehicle bumper beam, and install (RH) and (LH) bumper brackets with (3) OE supplied M8 bolts, each with a lock washer and a flat washer (Fig. 5-1). Do not tighten at this time. 6. Install Hitch (a) Lift hitch into place (requires 2 people) and install the (3) M12 x 35 bolts into the (3) weld nuts in the bottom of the frame rails (Fig. 6-1). (b) Loosely secure the middle bolts first, then the (2) forward and aft bolts on each side. (c) Do not tighten bolts at this time. 7. Install Drivers Side Brackets (a) Install LH Frame Bracket (A) to the side of the frame rail using (2) of the M12 x 35 bolts (Fig. 7-1). NOTE: Excess body sealant may require removal of sealant before continuing installation Protect any bare areas with 3MTM Autobody sealant. (b) Install LH Support Bracket (B) to Driver’s Side of Hitch (C), and to bottom of LH Frame Bracket using (4) M12 x 35 bolts. Do not tighten (Fig. 7-1). (c) Fasten LH Support Bracket (B) to LH Bumper Bracket (D) using (4) M12 x 35 bolts. Do not tighten (Fig. 7-1)

Inspect the motor mounts and the transmission mount. Worn, weak or broken mounts will cause the torque arm to not function properly and can cause damage to your vehicle. Stock OE transmission mounts in Camaros and Firebirds are very weak and known to fail. If you have a broken or weak transmission mount, it will cause the torque arm to actually lift the tail end of the trans. up. This could cause severe wheel hop, driveline misalignment and possible damage to the transmission, drive shaft, u-joints, rear axle, torque arm, and/or floor pan of vehicle. We highly recommend using a good quality polyurethane transmission mount like Energy Suspension #33- 1108. Using the Energy Suspension transmission mount is good insurance that your transmission stay solid and the torque arm will work to its full potential. 2. Inspect the rear suspension bushings. We strongly recommend using either Edelbrock (#5274) lower trailing arms with a spherical ball on one end and polyurethane bushings on the other, Edelbrock (#5204) trailing arms with polyurethane bushings on both ends, or other high quality trailing arms that use high quality polyurethane bushings. We also recommend the use of an Edelbrock or other high quality panhard rod to replace the stock OE piece that uses sponge rubber bushings. The lower trailing arms and panhard rod secure the rear axle under the car. Upgrading to stronger high quality tubular trailing arms and panhard rod with polyurethane bushings will increase the overall strength, eliminate the sponge feel of rubber bushings and further increase the function potential of the torque arm. Worn out trailing arm or panhard rod bushings can contribute to or cause torque arm or other suspension component failures. Remember each suspension component

NOTE: It is necessary to plug the hydraulic lines immediately with plugs 129 589 91 07 and the connections with plugs 129 589 00 91 11. Hydraulic cylinder remove on main bracket from inside of vehicle and lay down in soft top compartment (fig. 8) Hydraulic lines on hydraulic cylinder remove (fig. 8) NOTE: Plug the hydraulic lines immediately with plugs 129 589 00 91 07, the connections on the distributors and hydraulic cylinders with plugs 129 589 00 91 11. Screws screw out (fig. 8, item 8) and remove limit switch (item 9) from hydraulic cylinder NOTE: Check limit switches after completing vehicle and adjust, if required. Reinstall in opposite order (observe installation note) Check for proper function and leakage Special too Installation note When installing the hydraulic cylinder pay attention to the code numbers on hydraulic lines as well as the position of the lines in the B-pillar.
